Knoetel on the German East Asian Detachment in China.

From an auction site. I took off the nasty watermark so you now have a nice image. I think the two cockades represent the Empire and the individual German state.

Yes, I agree. He is wearing the yellow/khaki uniform first worn by the East Asian Expeditionary Corps in 1900 with straw hat.
