Japanese uniforms, but which organisations?

Hello,
these picture of japanese uniforms and official dresses are from a uniforms chart, which comprises uniforms of japanese army, navy, police and court as well. Can anyone identify organisations, to which these uniforms and dresses belongs?

Japanese Uniforms

Looks like;
First image, Kanto government officials.
Second image, customs above and below national railways.
Third image, I believe to be court dress.
Japan like Germany, had a great many uniformed organizations, not just in Japan but also in Korea.

The plug-in Quick Translator makes a little bit more sense out of the pages but this is still not anywhere near a 100%.
Has anyone found the perfect translator?

I also used Google Translator and compared the translation of this text from Chinese and Japanese (thus I partially eliminated some inaccuracies). But the result was still far from perfect.

Third image - civil formal dress.

Japanese Uniforms

Tadao Nakata's book, Imperial Japanese Army and Navy printed 1973, is a very good reference for Imperial Japanese uniforms.
The down side of the book is that a number of illustrations are of poor quality.
The upside was the eight page English language summary that informs you of what's on the page without going into details.
An example of this would be page sixty which has illustrations of government officials, the summary doesn't give details of titles or ranks.
Considering this book was printed over forty years ago and the amount of interest in Japanese uniforms, I haven't seen it or it's equivalent printed English.
A book that deals with the pre 1930's Japanese uniforms that's reasonably priced with An English sub text would be very nice.

I don't believe after over forty years that an English translation will be coming out soon. Not going to happen, is it?
